Preamble This constitution is hereby established: To foster peaceable alliances To unify humankind upon terms of mutual agreement To preserve the integrity of the natural environment and all ecological systems To ensure the protection of natural human rights including: Life, reproduction, birth, parenthood, childhood, health, safety, security, self-defense, natural resources, freedom of: self determination, thought and belief, expression, communication, association, assembly, peace, privacy, passage, settlement, property, and death To establish universal law and institute a fundamental code of conduct To develop a modernized process for interdependent communal governance To effectively manage the public infrastructure and optimize the social economy To democratically establish policy and procedure To set strategic goals and cooperatively accomplish common objectives To provide for the essential requirements of all people and furthermore produce exceptional liberties To comprehensively resolve conflict, restore justice, and eradicate suffering To promote quality of life and to holistically realize a state of personal enlightenment and social welfare To abundantly sustain extraordinary benefits that will perpetually serve as a rightful inheritance for all people and future generations To empower humankind with many advantages that will enable all people to realize the greatest potential for success and achieve the ideal vision for prosperity To ultimately attain a universal state of perfect balance and harmonious resonance Article 1 – Inclusion and Expanse INCLUSION –Applied to all people equally and without discrimination or preferential treatment +Regardless of any distinction such as: affiliation, age, ancestry, association, beliefs, birthplace, caste, class, color, culture, creed, disability, ethnicity, idiosyncrasy, gender, heritage, history, language, minority / majority, nationality, opinion, origin, physicality, political party, property, race, religion, sect, sexual orientation, social status, or wealth EXPANSE -Applied universally throughout the entire earth and outer space +encompassing all regions +regardless of geological boundaries or geographical borders Article 2 – Natural Rights ASSOCIATION AND ASSEMBLY Article 3 – Law Article 4 – Government DEFINITION -Government is: +a communal management system +that is utilized to cooperatively administrate public activities TYPE -Individual autonomy -Interdependent sovereignty -Direct participatory democracy -Egalitarian pluralism PURPOSE AND RESPONSIBILITIES -To institute the optimal system for: +cooperatively managing the public infrastructure +transacting socioeconomic value +establishing democratic policy +and conducting communal operations PRINCIPLES – balance, democracy, equality / equity, transparency Democratic equality -All people rightfully share equal power and influence upon the social government +and are entitled to participate at all levels +and be directly involved in the decision making process +and must be empowered to the utmost extent with a viable means of interaction Transparency -All government proceedings shall be +held publicly and openly +recorded, archived, and made freely accessible to citizens Social equity -The government shall ensure fair and equitable distribution of communal resources, mutual assets, public revenue, and social services to all citizens POWERS -The citizens being the authority of government share equal power +to amend the Constitution +establish and enforce the common laws and statutes +develop an operational protocol +and define the procedural code of conduct -To manage the public infrastructure +and mutual corporations -To direct communal resources RESTRICTIONS -the government retains no power to act in any way that violates +the universal law of balance +or any natural rights STRUCTURE -The objective functions of the government will be conducted by 20 Infrastructure Departments each composed of an additional 20 Sub-Committees -The Departments and Committees will develop an interactive system for comprehensive socioeconomic analysis to model the real time assets and needs of the population and optimally consolidate and distribute resources and services to meet the exact specifications for production, utility, and consumption INFRASTRUCTURE DEPARTMENTS -Aesthetics, Agriculture, Commerce, Communication, Computers, Construction, Education, Emergency Response, Employment, Energy, Environment, Health, Industry, Media, Sanitation, Security, Social Services, Technology, Transportation, Resources SUB-COMMITTEES -Accounting, Analysis, Conservation, Correspondence, Economics, Engineering, Ethics, Finance, Global Relations, History, Information, Law, Management, Mathematics, Philosophy, Safety, Science, Sociology, Statistics, Systems CODE OF CONDUCT -Each Infrastructure Department and Sub-Committee will follow an operational protocol and an administrative code of conduct +designed to ensure the optimal performance and quality control +of all components working within each individual system +and the successful operation of the organization as a whole +in order to generate the most proficient means of production from the collective action +working in accordance to public objectives PARTICIPATION -Citizens are entitled to directly participate in social governance +by means of: +polls, surveys, questionnaires +engaging in forums and discussions +developing policy and protocol +issuing proposals +bidding on public contracts +employment in government +and voting REPRESENTATION -People may choose to elect, delegate, or appoint a representative to act on their behalf +upon explicit consent +within the limits of specific terms and conditions +established in a contractual agreement +with the power to rescind consent at any time -This option may not be used as a means to unfairly consolidate power NOMINATION AND ELECTION -Citizens that exhibit exceptional intelligence, skills, and job qualifications are eligible for election into administrative positions within the government +but only to perform the objective duties of organizational oversight and operational facilitation +and not to be granted any unfair powers of authority or subjective influence -Citizens who are recognized within the community by their peers to show outstanding aptitudes, proficiencies, expertise, and success while working in the field will be nominated +and become an official candidate upon passing a general standardized test -There will be an open and transparent public review of all the candidates +allowing for comparative profile analysis +a period of: question and answer +interviews, discussions +and debates -Citizens will directly participate in the election +by issuing an affirming positive vote +for any candidate that best qualifies for representation +or an opposing negative vote +for any candidate that represents a personal conflict of interest +or a neutral vote for indeterminate or undecided +signifying the first and last preference -The favored candidates receiving the most affirming positive votes will be elected +and the least favored candidates receiving the most negative votes will be disqualified OFFICES, DIRECTORS, AND REVIEW BOARD -Offices will be established to manage the 20 Departments and 20 Committees +with 1 Office for every Department and 1 Office for every Committee -Directors will be elected to represent the 20 Departments and 20 Committees -Directors are authorized to act in the administrative position to oversee organizational activity, manage objective functions, +and are empowered to issue Directive Orders in accordance with the public Code of Conduct -For every Department there will be a Review Board composed of 20 Directors +with 1 Director representing each of the 20 Committees -The Review Board will convene at regular summits FORUMS AND SUMMITS -Public forums will be perpetually open on the internet +and held regularly at local community centers -Departmental and Committee summits will be held regularly +at local community centers and broadcasted publicly +on the internet, TV, radio, and by printed publications +with special daily and weekly addresses -Summits will be held in order to provide a comprehensive overview of all the most recent public events and governmental activity +objectively ensuring that citizens are extensively updated with essential information +and empowered with a broad and elaborate basis of awareness from multiple perspectives of analysis -Elected representatives from each committee will be responsible for issuing a comprehensive report +to be presented utilizing interactive multimedia -Citizens will be enabled to participate in summits via the internet +and interact by submitting: questions, responses, information, proposals, and votes PETITIONS -Petitions may be circulated in order to quickly call for a plebiscite to vote on an initiative that requires immediate attention PLEBISCITE -Plebiscites may be called +by any person +at any time +or be perpetually opened +and span any region: global / international, country / national, state / municipal, or neighborhood / communal +as a means for citizens to commence a public initiative -A plebiscite may be ratified by a vast majority positive vote within the pertaining region +but may also be stalled or stopped due to a significant opposing negative vote PROPOSALS -Citizens may issue proposals for: +making amendments to the government constitution, communal law, and public code of conduct +revising, altering, and establishing social policy +allocating revenue and adjusting the budget +directing public resources for infrastructural development and production +electing a candidate for public office -Proposals will be subjected to a period of critical analysis and constructive discourse +and may be modified and elaborated +and open to vote +with a positive, negative, or neutral vote -Proposals will be ratified by an affirming positive vote of a plebiscite +or may be rejected due to a significant opposing negative vote VOTING – REFERENDUM -Citizens will have the power to directly participate in influencing government actions +by issuing positive, negative, or neutral votes +upon all public proposals including: +constitutional amendments, communal law, the municipal code of conduct, social policy, operational protocols, initiatives, infrastructure development, the budget +and candidates seeking election for public office -Voting will be a perpetually ongoing process +facilitated by personal computers and internet access Article 5 – Policy and Procedure AMENDMENTS -A public forum will be perpetually open as a means to facilitate social discourse for the purpose of interpreting, defining, revising, and making amendments to the constitution -The entire outline of the constitution including every section, article, sentence, word and punctuation is open to public review +for addition, deletion, alteration, or qualification -Proposals for constitutional amendments can be issued by citizens within the public forum +for approval by citizens +and ratified upon the affirming positive vote of a plebiscite BANKS -The government will administrate public control over banks +via the Committee on Finance -The government has the power to establish a currency to facilitate social commerce and provide liquidity for the universal transaction of commodities +and to appraise the value of monetary units +and determine the amount of credit in circulation -The public banks will have the power to +secure credit, debit, and transactions for all accounts +extend loans +set interest rates +collect deposits +and make payments BIDDING -There will be a public forum for open bidding on government contracts +where all public or private corporations can submit a bid +and the contract will be awarded objectively +to the corporation that best fits the explicit criteria +based upon: affordability, performance capacity, and quality assurance BUDGET -The government will analyze the public infrastructure +to generate an inventory of all assets +and total the cost of all proposed social expenditures that are essential or extra-special +accounting for: +natural resources +workers, services +and products of technology -The budget proposals will be objectively developed +via the Departments +with a report issued by the Committee on Accounting -Budget propositions will be open for a period of public review +and will be democratically ratified by general consensus and approval +as affirmed by the majority positive vote of citizens CITIZENSHIP / HONORARY CITIZENSHIP -Citizens are required to fully read the constitution and understand the social law +and learn the public code of conduct to the extent they wish to be eligible for direct participation in government activity -People who are not able to qualify with citizenship requirements due to disability may be granted an honorary citizenship CURRENCY -The value of currency and monetary units shall be appraised +according to an economic function that is established via the Committee on Finance +and derived from: the collectively appraised value of resources +and set according to a measure that effectively enables the transaction of both the smallest and largest commodities -The fundamental unit of currency will be called a “Unit” or “Uni” and pluralized as “Unies”. -The primary mode of currency will be digital credit -The amount of credit in circulation will be directly proportional to the total appraised value of all common assets and commodities that are being transacted COMMERCE -The government has the power to regulate commerce +in order to ensure the fair and equitable apportionment and transaction +of essential provisions and communal resources +via the Department of Commerce -The value of assets and commodities will be appraised according to an economic function +that is objectively established via the Committee Structure +and democratically ratified by citizens +in order to balance the market +and ensure the fairness and equality of transactions -The appraised value of a commodity will be a numerical representation of the inherent resourcefulness +assessed by quantifiable properties and qualities of the resource +including: measures of spending invested into the production of the resource +such as: time, energy, work, materials, skill, and thought +and also the inherent functionally and added benefit supplied by the resource -Certain commodities may be also considered invaluable +in the case of being unique and irreplaceable +or of possessing special significance -Commodities can be freely transacted without paying a tax on trade or sales +unless such transaction results in a socioeconomic loss +in which case a fair and proportional tax will be levied on the trading or sales as a means of compensation to restore economic balance DISTRICTS -The entire Earth is one unified nation of humankind and indivisible as a globalized civilization -People are entitled to establish municipal districts in order to manage localized regions and self-govern communities autonomously +as long as natural rights are preserved for all people +and there is not any international conflict of interest +disputes shall be resolved via the Department on Global Relations -Local municipal districts spanning all regions will work together cooperatively in agreement to provide for the common good +living peaceably as friendly neighbors in a global community +offering mutual assistance and providing humanitarian aid +and ensuring the preservation of natural rights throughout the world ECONOMICS -The government shall manage according to the principles of Natural Economics +working to optimally economize the entire public infrastructure and all communal assets +ensuring economic balance and gains +by maximizing: resources, supply, production, utility, use, reuse, functionality, sustainability, efficiency, effectiveness, success, profit, and abundance +eliminating economic imbalance and losses +by minimizing: requirements, demand, consumption, futility, disuse, refuse, waste, exhaustion, inefficiency, ineffectiveness, failure, deficit, and deficiency +and to ensure an equitable balance of: trade, exchange rates, savings, and spending +via the Subcommittee on Economics IDENTIFICATION CARD -A single personal identification card will be issued without any necessary obligations +for convenience of engagement and transaction in common public services and social programs +such as: +drivers license +employee ID +credit transactions +library loans +door key +and public u-pass for: +mass transit +fitness centers INCORPORATION -People have the right to form corporations both public and private +transact business and engage in free enterprise -Citizens will have equal influence and control of public corporations +and are entitled to a fair and equitable share of all assets, proceeds, and benefits +in proportional value to the amount of personal investment into the public system +in terms of a measurably quantified and qualified appraisal of contribution and provision of an essential asset INFRASTRUCTURAL PRODUCTION -The government will operate to optimize Infrastructural Production based upon Natural Economic principles -The government will manage Infrastructural Production in order to supply the exact requirements of services being specified by the demand of the population -Proposals for Infrastructural Production will be objectively developed via the Departments and Committees +and democratically authorized by the affirming positive vote of citizens INVESTMENT -Citizens will have the sole power to determine the amount of personal investment into the public infrastructure +and will have equal power to influence the investment of communal assets -The government will divest all subsidies from corporations or commodities +that violate the natural law +that do not uphold public code of conduct +or that result in an undesirable socioeconomic loss -Citizens will be encouraged by the government to invest +credit and labor +into mutual corporations and public infrastructural services +and to positively stimulate a balanced social economy +and to boycott corporations and commodities +that do not uphold the common values +and which objectively generate a socioeconomic loss +by consensually declining subsidies of credit, trade, and labor LANGUAGE -The government will operate as a multilingual nation +ensuring that all people are able to participate as equals using their native language +and that all public acts are universally translated +conducted via the Department of Communication -The official language will be binary code LOANS -There will not be any interest charged on loans that will be used to +provide a vital service or essential resource +or finance a project that will benefit the public infrastructure +and contribute socioeconomic value -Loans will be issued and lines of credit extended +to a reasonable limit that is capable of being repaid +at a fair rate +and within a fair period of time +and may not risk imposing any financial or economic burdens on citizens +unless for a morally justifiable cause +such as humanitarian aid, public assistance, or social welfare -Interest on loans is not to be used as a means for generating revenue but only to offset investment risk REVENUE -The government has the power to make appropriations of revenue +and direct public assets towards +social services and projects +that benefit the public infrastructure +and contribute positive value to the social economy SECURITY -The government has the power to establish and enact security measures to enforce the law and ensure the protection of natural rights +conducted via the Department of Security SUBSIDIZATION -All actions and activities that attribute to an essential socioeconomic gain will be exempted from taxation and subsidized by public revenue TAXATION -The government has the power to establish a universal code for taxation +and collect payment +to be deposited in the public account +and to allocate tax revenue to reinstate socioeconomic balance +by directly reinvesting funds into the exact infrastructural activity that incurred a loss +for which the tax was initially levied upon -Only actions and activities that result in or attribute to a nonessential socioeconomic loss will incur a tax -All people are naturally free and have the right to live without paying taxes on any vital resources or essential services +unless acting in a way that: +wrongfully exhausts or wastes common resources and services +consumes an unequal and unfair proportion +or amounts to a socioeconomic loss +and in such case an equal tax will be fairly apportioned to such activity in order to reinstate economic balance -All people retain ownership of their personal labor and there shall be no income tax +unless such employment directly attributes to a socioeconomic loss that wrongfully puts an unfair burden or obligation upon other laborers TRADE -The government has the power to regulate trade +via the Department of Commerce +for the purpose of ensuring socioeconomic balance WAR -War is hereby outlawed permanently -All disputes must be resolved peaceably and lawfully Article 6- Labor / Employment -The Department of Employment will hire workers as +integral members of a cooperative production team +working in solidarity to perform required services for the public infrastructure +and helping to most proficiently achieve the common socioeconomic objectives -All job positions and employment opportunities must uphold the law and abide by the established protocol and code of conduct +and must productively contribute an essential service that adds positive socioeconomic value -No job position will be publicly employed that in any way violates the law +or unproductively amounts to a nonessential socioeconomic loss FREEDOM OF OCCUPATION -Workers are entitled to choose their own occupation +whether a part time job or life time profession +and also change it at any time -Workers are entitled to create their own employment opportunities +and produce an outlet for their labor +as a means of generating income -All workers are entitled to just compensation and equitable remuneration for their labor +and enforced or compulsory labor is prohibited TRAINING -Vocational training programs will be offered to all people +in order to fully develop inherent potentiality, performance capacity, and special aptitudes +and empower laborers to be highly skilled in many crafts and produce masterful artisanship HIRING -The Department of Employment will work to enroll a full employment of all willing and able laborers within the public infrastructure -All people are equally entitled to employment opportunities +and will be offered job positions on cooperative projects working within the public infrastructure +best suiting personal aptitudes such as: +strength, ability, knowledge, skill, job qualification, and interest -Workers will be objectively hired based upon: +job qualification +and the requirement of the service within the public infrastructure -Workers may be promoted +by showing proficiency in basic skills +and being recognized for exhibiting exceptional performance and outstanding excellence in the field CHILD LABOR -Child labor is hereby abolished and prohibited +and the minimum work age is set at 16 -Adolescents are entitled to participate in professional internships as a supplementary facet to the educational curriculum -Children may qualify to be paid an allowance +by maintaining high educational standings +performing household chores +and volunteering public services OCCUPATIONAL SAFETY -All people are entitled to safe working conditions +without the risk of any personal threat or injury -For any job that may pose a threat of personal injury the employer will provide the greatest possible measures of prevention and protection to reduce occupational hazards and ensure worker safety -All workers will be provided with the highest quality medical care upon personal injury WORKING CONDITIONS -Efforts will be made to improve working conditions by introducing new technologies to lessen manual burdens QUALIFICATION -Jobs will be awarded based upon qualification -Qualification will be objectively determined by a personal evaluation and comprehensive profile analysis CONTRACTS -Workers have the right to personally negotiate contracts and terms of employment +including: hours, wages, duties, benefits, conditions +and all other job related policy, protocol, and issues +without requiring membership in any trade union COMPENSATION -Workers will be compensated for their labor to an equal and even greater extent +as synergistic teams of workers will be able to collectively generate an exponentially multiplied profit in return upon the initial investment of labor +and thereby produce an abundance of communal resources and infrastructural services that will reduce the price of all essential and special commodities to the absolute lowest possible cost WAGES, SALARY, OVERTIME, AND BONUSES -Workers will be remunerated for their labor +with a fair and equitable living wage +capable of providing for all essential services and living requirements +and a special bonus wage +for personal expenses, investments, or savings -The value of job services and labor assets will be appraised +via the Department of Employment +with the democratic participation of workers and employers +to apportion a fair and just payment for services +by a principle of: equal pay for equal work +considering factors of a job’s resourcefulness -Workers will be paid overtime as a means of encouraging infrastructural production and stimulating economic growth -Pregnant women will be paid a maternity wage HOURS, SCHEDULE, LEAVE OF ABSENCE -The production teams will work 24 hours a day for 365 days a year -Employees are entitled to set a schedule +to work full time or part time +the hours and days of personal choosing +as the job position will permit to ensure the proficient operation of the production team and infrastructural services -The average work day will be 5 hours long -The average work week will be 5 days -The average work period will be 10 weeks every 3 months +ensuring at least 2 weeks personal time every period of 3 months +and at least 8 weeks annually -Employees will not be worked to the point of exhaustion +and are entitled to take breaks on request +and to rest upon need -Employees are entitled to take days off for personal reasons upon request +providing advanced notification as soon as possible -Working additional hours will be considered as overtime -Women have the right during pregnancy +to take a leave of absence +with pay UNIONS AND STRIKES -The public infrastructural departments working in solidarity forms the cooperative worker’s union of all unions and non-union laborers -Workers have the right to +form or join professional unions to collectively bargain +and may delegate a union representative +upon explicit consent of the laborer +contractually stating exact terms and conditions of representation +ensuring that the interests of every laborer is granted fair representation at public meetings and committee summits -Workers have the right to strike +and stop production RETIREMENT -The age of retirement is set at 55 +or a minimum of 30 years employment +but is not obligatory -Retired workers will be allotted a pension +and retain full entitlement to social services and public assets DISABILITY -Disabled people will be offered employment positions suiting their abilities +but are not compelled to work and will be entitled to social welfare programs and public assistance BENEFITS -All working citizens upon being effectively employed in a job position within the public infrastructure +and upon contributing socioeconomic value will be equally entitled to +a fair share of all the additional social profits and communal assets +and be eligible to receive extra special services and appreciatory benefits -Special benefits will be directly proportional to the amount of personal investment into the public infrastructure Article 7 – Liberties
